Creation of the Gel des Fonds Monaco website

The project to develop a website to manage measures to freeze funds for the Government of Monaco is part of a drive to strengthen financial regulations and combat money laundering and the financing of terrorism.

Before the website was set up, the management of financial sanctions was characterised by manual procedures that were inefficient and prone to errors. Information was scattered and difficult to access, making it difficult to monitor and apply measures to freeze funds.

The main objective in developing the site was to create an intuitive, centralised platform that would enable contributors to manage financial sanction measures autonomously using automated workflows.

At the same time, the site had to offer total transparency and optimum accessibility of information via a dedicated API, facilitating compliance with international regulations. The user interface, designed to be simple with Ibexa had to ensure that users could quickly find the information they needed.

The key functionalities we have developed include :

• Setting up automated validation workflows between the various groups of contributors. Validated measures are automatically linked to ministerial decisions, ready for implementation.
• An API has been developed to enable the rapid and structured dissemination of data relating to sanctions. This API facilitates access to new measures and ministerial decisions by banks and other organisations concerned.
• Management of sanction measures, enabling contributors to add, modify or withdraw sanction measures.
• A newsletter sent automatically each time a ministerial decision is published, so that registered users are kept informed of new measures taken by the government.

The site's front office provides Internet users with information on sanctions. The main functions include :

• Users can consult the list of ministerial decisions in detail, as well as the resulting sanction measures. The display is designed to be simplified.
• The search engine is fast and has search filters to easily find the specific information they need.
• A dedicated API documentation page is available for developers wishing to integrate sanctions data into their own systems.
• Users can download official documents, such as signed ministerial decisions and supporting documents in XLS format.
